The Pakistan Educational and Cultural Board (PECB) has been awarded the Gold Category Award in the second phase of the Ethraa Empowerment Programme for Non-Profit Organisations, organised under the auspices of the Community Development Authority (CDA), Dubai. This honour was conferred in recognition of outstanding performance and distinguished social services. Under the auspices of PECB are two schools, Pakistan Education Academy and English Language Private School. The prestigious ceremony was held on Wednesday, 17 December 2025, at Emirates Towers, Dubai.
The Gold Category is awarded to organisations that demonstrate excellence in service quality, sustainable governance, and the provision of comprehensive and integrated services to priority groups. The award was presented by Her Excellency Hessa bint Essa Buhumaid, Director General of the Community Development Authority. In her keynote address, she highlighted community partnership, the promotion of civil society, and the role of non-profit organisations in social development as key pillars of Dubai’s and the United Arab Emirates’ national vision.

The award was received on behalf of PECB by Chairman Mr. Hassan Hokal and Vice Chairman Mr. Rashid Ashraf. Also present on the occasion were the heads of both educational institutions, including Ms. Shamaela Ahmad, Principal of Pakistan Education Academy, and Mr. Muhammad Atif, Principal of English Language Private School.
Speaking on the occasion, Chairman of the Pakistan Educational and Cultural Board, Mr. Hassan Hokal, expressed his gratitude to the Community Development Authority, stating that initiatives such as the Ethraa Programme not only strengthen public trust in non-profit organisations but also encourage institutions to continuously improve the quality of their services. He added that this recognition is a practical reflection of the Dubai Government’s vision, which prioritises social development, inclusion, and sustainable community development.
He further stated that this achievement is the result of the collective efforts of PECB’s leadership, Board of Governors, management, teachers, and staff, while the support of students, parents, volunteers, and the wider community has further strengthened this journey.
It is noteworthy that the Ethraa Programme provides an effective platform for the promotion of social welfare, institutional transparency, and community service, in line with the vision of the Dubai Government and the Honourable Ruler of Dubai. PECB’s selection in the Gold Category reflects the organisation’s alignment with Dubai’s social development strategy and its significant contribution to the fields of education and community service.
